This is by far the simplest way to setup an FTP server on a windows box. It is a fully-featured and free server and client software that has enough features to make it one of the best.  The interface once connected performs the same as a fully-fledged linux-based FTP server which will mounts in a similar fashion and even accepts some of the same commands.
